Output the 'clash' text as utf-8, previously ascii was used and

non-ascii characters in files names caused the error message at the

subversion client to read 'svn: General svn error from server'.

Non ascii names such as Àbc.txt and àbc.txt are now displayed at

the client when they clash.

List case-insensitive.py

Test a defined/undefined boolean macro with "#ifdef" rather than "#if", for

strict compatibility with its definition, thus avoiding a compiler warning.

(svn_auth_get_windows_simple_provider): Test SVN_HAVE_KEYCHAIN_SERVICES

with "#ifdef".

Factor out svn_xml_is_xml_name_valid() to eliminate usage of

svn_ctype_table variable outside of libsvn_subr library. This needed because

exporting variables from Windows DLLs requires __declspec(dllexport).

PEG_REVISION argument with a KIND of svn_opt_revision_unspecified.

Stylistic refactoring of svn_client_log2(). No functional change.

(svn_client_log2): Leverage the extra stack frame used in the

middle of this function for just-in-time declarations of local

variables ERR, START_REVNUM, and END_REVNUM. Remove unnecessary

initialization of START_REVNUM and END_REVNUM.
